Project Summary

The Groundworks Project is a dialogue set up between industry representatives and health systems representatives of LMICs spanning a timeframe of 12 months and including three workshops. The first workshop focuses on agenda setting between a core group of representatives. The second workshop takes on a national perspective and discusses the context of 3 countries at different stages of HTA development. The third workshop between the core group works toward concluding the findings and recommendations. The groundwork project runs in parallel to the iDSI project and aims to provide preliminary results to inform the iDSI stakeholder workshop.

Project’s Aims
  • To move towards evidence-informed and procedurally fair priority setting in healthcare in lower and middle-income countries To assess the political and technical pitfalls that may get in the way of healthcare priority setting, and consider how they might be overcome;
  • To set a tone and approach to discussion of these issues that creates a basis for collaborative problem-solving in the future.
  • Project’s Output
  • An analysis of the issues and perspectives that should be taken into account when designing and constructing policies and structures for evidence-based decision-making.
  • Ideas on the behaviours and structures that could help ensure that policy implementation is met by constructive engagement by all parties.
  • A tone and approach to discussion of these issues that creates a basis for collaborative policy-making and institution building.
