Project Summary

This project is part of the international Decision Support Initiative (iDSI), an innovative global partnership between leading government institutions, universities, and think tanks in the field of healthcare priority-setting. iDSI uniquely provides intellectual insight with hands-on field expertise, and delivers peer-to-peer support to policymakers and international donors.

This project is to introduce the use of Health Technology Assessment (HTA) as a tool for priority-setting in Vietnam. The project is to build a global agenda and institutional capacity for priority setting. The HITAP International Unit (HIU) and NICE International (NI) are to provide technical assistance to HTA studies on three health interventions which are selected to be conducted as country case studies. The case studies are:

  • Magnetic Resonance Imaging (MRI) in Vietnam: Diffusion and utilization (referred to as MRI study in this document)
  • Cost-effectiveness of pegylated-interferon (peg-IFN) in patients with hepatitis C virus infection (referred to as Hep C study in this document)
  • Cost-effectiveness of trastuzumab in patients with HER-2 positive breast cancer (referred to as trastuzumab study in this document)
  • Project's Aim

    The larger goal of this project is to embed priority setting in the notion of designing and running a health system toward UHC wherein priority setting is the evidence-based process that defines what will be covered under the UHC. HIU activities are associated with outreach and agenda setting for priority setting, developing tools and products to enable priority setting, developing a strategic roadmap for introducing HTA as a tool for priority setting into policy in Vietnam through collaboration with local stakeholders, and developing a framework for knowledge management.
